Internal Committees
Purpose: Consider items of regional interest or matters that apply to more than one of the Board’s standing committees. The Committee of the Whole makes recommendations to the Board for review, comment and decision.
Composition: Entire Board
Purpose: Provides advice and makes recommendations to the TNRD Board of Directors regarding services and matters related to Electoral Areas.
Composition: Directors of all 10 Electoral Areas
In 2022, the Audit Committee was restructured into the Finance Committee, with an expanded scope and membership.
Purpose: Make recommendations and provide advice regarding items related to financial policy, planning and reporting as well as reviewing and monitoring the TNRD’s external audit and audit compliance.
Composition: Five (5) members, with representation from at least (1) Electoral Area, one (1) Small Municipality, and one (1) Large Municipality.
In 2022, the Policy Review Committee was restructured into the Policy & Governance Committee,
Purpose: Provide advice and make recommendations to the TNRD Board of Directors regarding general policy issues, development of new policies, and review of existing policies and governance matters.
Composition: Nine (9) members, with representation from three (3) Electoral Areas, three (3) Small Municipalities, and three (3) Large Municipalities.
Purpose: Provides recommendations and advice to the Board of Directors and senior staff for the strategic operation and development of waste management services.
Composition: Nine (9) members, including five (5) Electoral Area Directors, three (3) Small Municipality Directors, and one (1) City of Kamloops Director.
Purpose: The Thompson-Nicola Invasive Plant Management Committee coordinates consistent invasive plant treatments, develops invasive plant strategic plans, sets annual priorities, provides cooperative education and outreach programs and advocates for research.
Composition: The Committee is made up of three (3) elected officials appointed by the Chair and stakeholders from other organizations.
Purpose: Provides recommendations and advice to the Board of Directors and senior staff for the strategic operation and development of utility services.
Composition: Eight (8) members, who preside in areas where there is a TNRD owned or operated utility system.
Purpose: Provide recommendations and advice on the operations of services in Electoral Area “A” (Wells Gray Country), including cemeteries, recreation, street lighting, economic development and tourism, and the Vavenby Community Hall.
Composition: Seven (7) members, including the Electoral Area “A” Director, Electoral “A” Alternate Director, and one (1) community member from each of Blackpool, East Blackpool, Upper Clearwater, Birch Island and Vavenby.

Committee Restructure
In 2022, a number of changes were made to Statutory Committees. These changes came after a review of the composition, relevance and effectiveness of TNRD committees. Changes made ensure that these committees align with the strategic plan and priorities of the Board. This was the first significant review and restructuring of TNRD committees since 2007.
