      The costs to operate all of our transfer stations and landfills are already on our taxes, but the costs for waste collection and disposal are rapidly rising. Rather than raise the rates for everyone, the Pay-as-you-Throw user-pay program will give you more control over your garbage. It will provide an incentive to recycle rather than throwing everything in the garbage. The more you recycle, the less you pay for garbage disposal.

      Instead of paying for your garbage at the transfer station or landfill each time you go, you'll be able to purchase punch cards called Eco-cards from convenient municipal and retail locations throughout the TNRD. These cards will be available in $10, $20 and $50 amounts. You simply present your card to the attendant to punch out the number equal to the number of bags or amount of waste you have for disposal. For example, a short-box pickup truckload is $5 and a regular-sized pickup truckload is $10 and would use 5 or 10 - $1 punches on your Eco-card.

      ECO-CARD ONLINE SALES TERMS AND CONDITIONS

      By purchasing the ECO-CARD online, you are agreeing to these Terms and Conditions. Please read them carefully and keep a copy for your records.


      1. Description of the ECO-CARD. The ECO-CARD is a prepaid punch-card required to pay tipping fees at TNRD solid waste landfills and transfer stations.

      2. Lost and Stolen Cards. The TNRD is not responsible for lost, stolen or damaged ECO-CARDs. Once your ECO-CARD is mailed from TNRD offices, all risk will remain with you. Treat your ECO-CARD like cash, because a lost, stolen or damaged ECO-CARD will not be replaced.

      3. No Refunds. ECO-CARDs have no redeemable cash value. All sales are final. Unused tipping fees on the ECO-CARD will not be refunded.

      4. Card Limitations. You may only use your ECO-CARD in the manner and for the purposes described in these Terms and Conditions.

      5. Amendment. The TNRD may amend these Terms and Conditions at any time in its sole discretion by posting a revised copy on at least Thirty (30) days prior to the effective date of any amendment.

      6. Severability/No Waiver. If any provision of these Terms and Conditions are deemed unlawful, void, or for any reason unenforceable, then that provision shall be deemed severable from these Terms and Conditions and shall not affect the validity and enforceability of any remaining provisions. The TNRD's failure to enforce the strict performance of any provision of these Terms and Conditions will not constitute a waiver of the TNRD's right to subsequently enforce such provision or any other provision of these Terms and Conditions.

      7. Governing Law. These Terms and Conditions, the ECO-CARD and all transactions hereunder are governed by the laws of the Province of British Columbia.

      8. Arbitration. Any disagreement or dispute amongst the parties over the interpretation of these Terms and Conditions will be resolved by a single arbitrator appointed and acting pursuant to the Commercial Arbitration Act (British Columbia), whose decision will be final and binding. Both parties will bear the cost of the arbitration equally and each party will be responsible for all of the costs of its own professional consultants.

      9. Binding Nature. You represent and warrant that you are Nineteen (19) years of age or older, and that you have read and understood these Terms and Conditions.
