      Finance Department


      The finance department of the TNRD is responsible for all the financial reporting requirements of the Regional District. The fiscal year is the same as the calendar year. The 5-year Financial Plan is finalized by the end of March each year. The audited Financial Statements are presented to the Board of Directors in April of each year.

      The finance department handles all the ongoing and day to day financial transactions of the Regional District, including:
      • Bill, collect and process all the Utility accounts payments.
      • Payroll for TNRD employees and Directors.
      • Process and pay all incoming invoices.
      • Bill and collect accounts receivable for services provided by the Regional District.
      • Collection from member Municipalities for Municipal Finance Authority Debt Payments.

      Financial Plans



      The Local Government Act states that "a regional district must have a financial plan that is adopted annually, by bylaw, by March 31. The planning period for a financial plan is 5 years, that period being the year in which the plan is specified to come into force and the following 4 years."

      The preparation of the financial plan begins in the fall of each year and a provisional financial plan is presented to the Board of Directors at that time. The financial plan incorporates requests from Directors and service committees, any new services as well as staff estimates of funding amounts required to maintain current service levels. The final Financial Plan is then presented in March and adopted before the deadline of March 31.

      The finance department conducts public budget consultation in conjunction with other service related meetings throughout the year at various locations in the Regional District.

      The Regional District encourages input from taxpayers from either the electoral areas or the member municipalities on the Financial Plan. You will find an input form under Documents & Forms on the left with instructions for submitting.



      Taxation



      Legislation governing the powers of Regional Districts does not provide for them to collect taxes directly from the taxpayer. The Province and the member municipalities, on the Regional District's behalf, collect taxes.       Utilities



      The TNRD currently bills and collects for nine utilities in the Regional District: Walhachin, Vavenby, Black Pines, Del Oro, Pritchard, Evergreen, Maple Mission, Loon Lake and Spences Bridge Water Systems and the Pritchard Sewer System. The bills are sent out on a quarterly basis. A 10% discount is available if paid by the discount date. Any outstanding amounts over 90 days at year-end are transferred to the Provincial Taxes Arrears account for the property.

      Bills can be paid by debit card, cash, cheque or money order by mail or in person at the TNRD office.

      The TNRD also owns and operates by way of local committees, Savona Waterworks and the Blue River Water System. The committee offices do the billings and collections for these systems. Any questions relating to these systems can be directed to the following:

      The IT department is a division of the Finance Department and serves the organization in all its locations, with networked services, remote services and support. We optimize technology to best serve the needs of the regional residents and the TNRD. The IT department personnel facilate planning and implementation of new technologies to help other TNRD departments perform their duties.
